Hi Steven,
You are looking for what is called a quiver plot, at least in MATLAB. I do
not know of a way to do this natively in ArcGIS. To fake it, I wrote a tool
that will take u and v rasters and create a shapefile of vectors. You can
then display this shapefile in ArcMap and alter the symbology to put arrows
on the end.
This tool has not been incorporated into MGET yet; it is part of a prior
package of unreleased tools. I'll forward it to you in a separate message so
I don't clog the mget-help recipients' inboxes. If anyone else wants a copy,
feel free to contact me directly. Eventually we will merge this tool into
MGET.
If anyone else knows of a better way to do this, please let me know...

Thanks for the latest release of MGET. I see that you have added the
ability to download geostrophic current data and I successfully
obtained separate u and v grids. My question is how to go about
combining the u and v components of the vectors to plot arrows in
ArcGIS? I've done this using a script in ARcView before but have not
figured out how to do it in ArcGIS. I thought you might be able to help?
