You can download the MGET tool from http://mgel.env.duke.edu/mget. The download links are on the right in green; installation instructions underneath. After you get MGET installed, the tool of interest is accessible in ArcGIS under the ArcToolbox tree, under Marine Geospatial Ecology Tools à Data Products à AVISO à DUACS 2014 Altimetry Products à Find Okubo-Weiss Eddies in AVISO DUACS 2014 SSH Product.
