Dear Monia,
The error message indicates that there is an installation problem, either with MGET or with how Python is installed.
When you install ArcGIS, it installs Python for you. For ArcGIS 10.3.1, it will store it in C:\Python27\ArcGIS10.3. When you install MGET, the MGET installer will prompt you for the location to install MGET. You should make sure it shows that location.
However, if you have installed Python yourself after installing ArcGIS, this can further complicate the situation. This is because when you install Python, by default the Python installer will configure the Windows File Associations to use the copy of Python that you install as the default Python interpreter rather than the copy that ArcGIS installs. This means that when you run a Python program from within ArcGIS, it may use the Python installation that you installed, rather than the one that ArcGIS installed. This can cause problems with ArcGIS.
My recommendation is to:
1. Uninstall all Python programs that you see listed in the Windows Control Panel. If possible, you should uninstall MGET, then pywin32, then any other Python programs. 2. Fix the Windows File Associations to use the ArcGIS copy of Python that is installed to C:\Python27\ArcGIS10.3. (If you need help with this, let me know.) 3. Then install pywin32 for 32-bit Python 2.7, making sure it is installed to C:\Python27\ArcGIS10.3 4. Then install MGET for 32-bit Python 2.7, making sure it is installed to C:\Python27\ArcGIS10.3
