The problem is that the netCDF has more than two dimensions. The MGET netCDF conversion tool currently only supports netCDFs that have a single time or depth slice within them. You could try the ArcGIS Multidimension Toolbox which has a tool called Make NetCDF Raster Layer that might work for your situation.
I did notice that your netCDF seemed to be some Aviso sea surface height data. There are tools built into MGET that are specifically designed to download and convert Aviso data automatically. This is a somewhat confusing because Aviso has been slowly moving the distribution of their data from their own servers to the Copernicus Marine Environment Monitoring Service (CMEMS). So in the MGET toolbox, the proper place to access most Aviso data is under Data Products, Copernicus Marine Environment Monitoring Service (CMEMS), AVISO DUACS 2014 Altimetry Products. Use the tool called Create Rasters for AVISO Product from CMEMS.
However, there is a further complication: Aviso just released their 2018 reprocessing of the data, and as part of that CMEMS changed the names of the servers and files containing the Aviso data. The current version of MGET, 0.8a69, is unaware of this change and will fail to download several Aviso products. I have prepared a patch that fixes the problem but have not released a new version of MGET. (That will likely happen in November). So if you want to use that tool, let me know and I can send the patch.
