Dear Hem,
I’m sorry you’re encountering this problem. I can think of two possibilities:
1. There is an antivirus program running on the machine that is blocking outbound connections. For example, see here.
2. You are using an older version of Python that contains security bugs (e.g. the “Heartbleed” bug) that were patched in a newer version, and something is detecting this and blocking the connection attempt. This possibility seems less likely than #1, as the error message indicates a problem on the client side (i.e. your computer), and the connection blocking I’m thinking of is usually blocked by the server, with an error message similar to “connection refused”. But if you investigate possibility #1 and determine that there is no antivirus program interfering with the connection, please let me know your version of ArcGIS and I can advise you on whether the version of Python it contains might be a problem.

When trying to create climatological rasters, I get the following (or similar, depending on the variable) errors
I am running ArcGIS 10.6

The same thing happens with AVHRR, MODIS, Ocean Color, etc.
